Illuminated signs used to be lit by fluorescent tubes or neon. Almost all of them are now lit by LEDs, because LEDs are brighter, cheaper to run, last longer, and fit inside narrow letters that a tube never could.
So in practice the two terms now mean much the same thing. If someone quotes you for an illuminated sign, it’s still worth asking what’s inside it.

Short version: if you need to be noticed, go light box. If you’re selling on quality, go halo lit.
An unlit sign works for maybe eight hours a day in a British winter. A lit one works for all of your opening hours, plus every hour someone walks past on their way somewhere else. You pay once for a sign doing roughly twice the work.
The honest counter-argument: if you close at 5pm, if your fascia already has strong trough lighting, or if you’re on an industrial estate where nobody passes after dark, the extra cost is harder to justify. We’ll say so if that’s your situation.

LEDs draw a fraction of what the old fluorescent tube and neon signs used. That’s the main reason nearly every sign made in the last decade uses them. A typical shop light box costs a few pence an hour to run.
They also run cool, which matters more than people expect. Less heat means less stress on the acrylic face and a longer life for the whole sign.

The parts that go first are the power supply (the driver) and, on older signs, the acrylic face yellowing in sunlight. All of it is replaceable.
If a section of your sign has gone dark, that’s normally a driver or a module, not a new sign. We repair signs we didn’t make, so it’s worth a call before anyone tells you to replace the whole thing.

Outdoor LED signs are built for it. The modules are sealed and rated for external use, the housing is weatherproofed, and the electrical connection is made to a standard that keeps water out.
One thing to check when comparing quotes: whether the modules are actually rated for outdoor use. Cheap signs sometimes use indoor-rated parts in an outdoor housing. That works fine until the first bad winter. Ask any signmaker, including us, what rating they’re using.

An illuminated sign needs advertisement consent from Birmingham City Council at any size. An unlit sign generally only needs consent above 0.3 square metres.
If your building is listed you’ll also need Listed Building Consent, and conservation areas apply tighter rules on brightness and design. Displaying a sign without the right consent is an offence.
